Founder

Walter is the Founder of Panferra Company Limited
Walter has 30+ years of experience in the finance industry. From which, over 20 years were with HSBC Group institutions and he last position in the HSBC bank was one of the 5 global heads of insider risk management responsible for the operations and execution of 17 countries and jurisdictions throughout Asia Pacific region. His domain knowledge, such as Fraud Mitigation Strategies and Implementation, Anti Money Laundering systems and implementation, Compliance Strategies and Optimization, and various kinds of crisis management.

Besides, Walter has over two decades of experience in the bank card business, from product development to business fraud mitigation, from operations to marketing & sales, from customer experience to business evolution.

Most recently, as a Deputy Head of Fraud Risk in a top local bank in Hong Kong, Walter was responsible for managing a variety of fraud risk mitigation and prevention strategies, incident management, as well as tackling with regulators and law enforcement from his domain expert.

Roger LEE

Chief RegTech AI Architect

With over 18 years of experience, Roger specializes in AI and financial services. He is a Partner and Senior Advisor to multiple tech firms, focusing on AI-driven growth and innovation.

His career spans roles at Huawei and Nvidia, where he worked on big data, AI monetization, and digital transformation in finance. He also led innovation for a Singaporean bank, gaining insights into both technology and banking sectors.

Roger holds a PhD in FinTech from The Hong Kong Polytechnic University, an MBA in Technology from BUPT, and an AI Nano Degree from Udacity. He is also a part-time lecturer, combining industry expertise with academic research.

His core focus is on applying AI and digital technologies to create business value, driving innovation across financial and tech industries.

Gary serves as the Executive Officer at Panferra Company Limited, where he leads strategic administrative execution and acts as a key advisor to the Founder.
 
With over 20 years of multifaceted leadership experience, Gary brings a disciplined and structured approach to the RegTech landscape.
 
Before joining Panferra in 2024, Gary established a distinguished career in education and organizational development. His background in local education systems instilled a rigorous commitment to governance and mentorship—values that now underpin his work in ensuring Panferra’s operational excellence. A specialist in strategic leadership, Gary is instrumental in aligning the firm’s internal structures with its vision for innovation in the compliance sector.
 
Gary holds a Bachelor of Education from the Chinese University of Hong Kong and a Postgraduate Diploma in Education Leadership from the University of Bristol.

Lester is the Business Engagement Manager of Panferra Company Limited

Lester brings a distinctive combination of academic excellence and practical expertise to his role at KPMG in Hong Kong by providing advice to a diverse range of industries, including insurance, banking, and financial institutions such as The Bank of East Asia, Daiwa Securities Group, and China Taiping Insurance, among others. His expertise in banking, fintech, and data analytics, coupled with his in-depth knowledge of complex IT environments, makes him a highly versatile and invaluable asset in navigating the complex landscape of information risk management and financial technology.

In 2024, Lester joined Panferra as a Business Engagement Manager. His responsibilities include cross-border payment systems, big data analytics, and cutting-edge financial
technology projects. His diverse background allows him to offer clients innovative solutions and strategic insights, effectively combining traditional finance with advanced digital technologies.

Lester holds dual Master’s degrees in Banking and Digital Finance from University College London and Banking and Finance from Queen Mary University of London in the UK.

IT Consultant

Roy is an IT professional with over 10 years of experience in software development,
system architecture, database design, networking, and project management.
His expertise encompasses various sectors, including media, telecommunications, software consulting, and banking.

He began his career with media platforms such as on.cc and roadshow.com.hk, concentrating on website development, search engine optimization (SEO), and digital marketing.

He subsequently specialized in custom software solutions for a variety of industries.

At Hutchison Telecommunications, Roy developed accounting and warehouse management systems.

and played a pivotal role in a significant banking transformation project,
thereby enhancing his expertise in fintech infrastructure.

Roy is adept at leading cross-functional teams and managing projects from requirements to project release,
making him an asset in both development and leadership roles.
